A 51 hr On-Line Session withTRF Trustee Carolyn Jones

This might be of special interest to those of you that are actively involved in Foundation activities. One of our ROTIans, Dan Mooers, is assisting in the program being sponsored by ICUFR. It should be interesting, especially with changes in the grant programs being made.

In celebration of `Rotary Foundation Month', the International Computer Users Fellowship of Rotarians (ICUFR) is sponsoring an on-line discussion with Rotary Foundation Trustee Carolyn Jones. Trustee Jones, the first female Trustee in the 90 year history of The Rotary Foundation, will answer your questions about the Foundation on-line during a 51 hour period beginning at 5:00 P.M., CST, on Sunday, November 25th and ending at 8:00 P.M. CST on Tuesday, November 27, 2007. This free-wheeling, informative discussion with Trustee Jones will take place on the ICUFR's `COMMUNITY FORUM' at http://www2.icufr.org. (Please note the "www2" in the address.)

The on-line discussion will start with a short posting by the Chairman of the ICUFR, introducing Trustee Jones and telling you some of her background and Rotary interests. For the next 51 hours, all registered users of the Community Forum may post questions to Trustee Jones and she will periodically respond to the questions during the allotted time. desalination equipment

Dear All,

We, the Rotary Club of Hundred Islands, would like to know any information about desalination equipment fit for small islands.

We would like to help the City Government of Alaminos in promoting the Hundred Islands National Park composed of 286 islands scattered in the Lingayen Gulf. Right now, visitors to the islands must bring fresh water for drinking and washing after a swim. With desalinated water available in the islands, more visitors would be going for visit.

Pure drinking water at no cost

www.sodis.ch is the amazing website that gives you the free and most safe drinking water production way anybody can use even in disaster areas. Is saves TRF funds for other priorities.

I am Swiss and Samoan, living in the Polynesian islands, in Samoa, one of the UN's LeastDevelopedCountries, and this is how all my drinking water is produced.

School toilet project in Pakistan

Dear ROTI Friends,

Many of you probably remember that back in early October, ROTI member Zamarud Shah shared with us that a school he is assisting with had need of 2 new toilets. They had over 130 students and one toilet for all students and faculty to share. Zam estimated it would cost about US $630 to fund this project.

The board of directors of the Rotary Club of Overland, Missouri, USA immediately voted by email to support this project and the necessary funds were wired to Pakistan around Oct. 20. By Oct. 26 Zamarud emailed photo's to us of work in progress and on Nov. 1 photo's of the inaugural event were sent along as well.

Hi All here is one message about FCRA in our group of RID 3050.

Dear Friends.

Greetings.

Some Interesting news about FCRA....

NGOs and other charities have been exempted from EPF Act for a period of five years (1-April-05 to 31-Mar-2010). This will apply only if the NGO or charity has been notified as such under the Income Tax Act, 1961. However, the exemption is not available to any NGO or charity, which runs a college, school, hospital, nursing home, clinic etc. against charging of fees from students or patients. [References: Gazette of India - July 2, 2005. Government S.O. 2368 dated 7-Jun-05; F. No. S-35014/3/02-SS-II

Many NGOs and charities face difficulties in crediting rupee funds to their bank accounts. This is because some banks think that foreign funds can come only in foreign currency. However, this is not always correct. For example, if you receive a donation in Indian rupees from a foreign visitor, it remains FCRA. Same applies to redeposit of funds withdrawn from the bank account, or those transferred by another NGO out of their FCRA account. The MHA has now requested the RBI to clarify this matter to all the banks, so that NGOs do not feel harassed on this account. There has been a long-standing confusion regarding interest on FCRA funds. Some people think that it is not to be treated as FC fund. Others think that it should be treated as FCRA fund. From a legal point of view, the first view appears to be correct. However, if one takes the accounting logic of FCRA into account, then the second conclusion becomes inescapable (interest on FCRA funds needs to be credited in FCRA REceipts & Payments Account). To resolve this confusion, the Ministry had modified the form FC-3 in July 2001. The modified form required that interest on FCRA should be reported in FC-3. However, die-hard adherents of the first continue to argue that the position is not clear. Now the MHA has come out with an office memorandum on this. Accordingly, "...interest earned from deposits made out of foreign contribution is also to be treated as FC under the Act. Non-deposit of these types of FC in the designated bank account of an organisation constitutes violation of the Act...". [References: MHA Office Memorandum No. II/21022/23(17)/2006-FCRA I, dated 27.2.06

Can you open and operate multiple FCRA Bank accounts? Section 6(1)(b) of FCRA says clearly that you should receive FCRA funds in the FCRA designated bank account only. What happens after you receive the funds? Some people argue that rule 8(1)(b) is ambiguous on this. Therefore, they receive FCRA funds in the designated bank account. After this, they move the funds to other bank accounts. These bank accounts may have been opened in far away locations, for operational convenience. Or these may have been opened in the same city for seggregating donor funds. In March 2005, RBI has come out with a master circular on FCRA provisions. Under the heading 'Common Irregularities Observed', the RBI says: "5. Some of the irregularities observed in this regard are as under: (a) Certain associations were found to be operating more than one account, either in the same branch or in different branches (other than the account specified in the communication for registration), for carrying on transactions of foreign contributions." The circular concldues with advice to the banks, requesting them to ensure strict adherence to the instructions issued. Further, it tells the banks that any lapses will be viewed seriously. [References: RBI Master Circular- Foreign Cotnribution (Regulation) Act, 1976 - Obligations of banks. Circular No. DBOD.AML.BC.No. 74/14.01.055/2004-05, dated 5-3-2005]

The FC-3 for 2004-05 was due for filing on 31st July 2005. However, many organisations have not filed this return so far. The law requires that every organisation registered under FCRA (or having and active prior-permission) should file FC-3 each year. This applies even if they have not received any funds during the year. Earlier the Ministry had extended the date to 31st October 2005. Now the date has been extended further to 31st March 2006. If you have not filed the FC-3 (for 2004-05) so far, make sure you send it by registered post within the next three days. The form should be sent to: FCRA Department - Foreigners Division Jaisalmer House, 26, Mansingh Road, New Delhi - 110011 [References: MHA Circular dated 14-3-06 Last year the Ministry of Home Affairs had extended the date of filing (for 2003-04) to 31st March 2005.

Multi-year commitments

I would like to pose a question to the membership at large regarding the continued funding of local community projects over a several year span. My club has been requested to pledge considerable funds for the next several years to a local hospital.

Currently we are funding another community program for the next 10 years. In our desire to fund these long term projects, are we burdening our future club boards as well as the general membership of our club? Does a current board have authority to commit future boards?

So far we've been unable to get any substantive advice from RI. Perhaps your club has been involved in similar situations and you can respond.

Dear Clyde (et al),

We have seen several multi-year projects in our District become the "tail that wagged the dog" in clubs. There was on great project that seemed to go on and on and on until finally only one Rotarian really had any connection with it and the bookkeeping was chaos.

As DG last year I suggested a solution process:

Finish the funds of the original Matching Grant (US$25,000) and complete the final report for TRF. (It had been over 6 years)

Create a Rotary Community Corps so the project could continue with Rotary oversight, but ownership was given to the people on site.

If help was needed (and it was) then apply for smaller matching grants for specific aspects of the project. (i.e.: Wheelchair components)

Put new Rotarians on the over-sight committee and ask them to report monthly on the progress.

This has added new life to the project. Not every step has been completed, but the final report WAS submitted making both TRF and our DGSC (my wife, Sherry) very happy. A new partner was contacted and life goes on.

Composting Facility

The first operational composting facility in Central Luzon is a Matching Grant project by the Rotary Clubs of Mabalacat D3790 and Wakayanagi D2520 Japan!

RC Mabalacat teamed up with 600th ABW Philippine Air Force located inside the Clark Freeport Zone to put up a sustainable waste management project under MG63616. The project uses a bioreactor technology developed by the country's Dept of Science and Technology (DOST) Microbiology and Genetics Division. The bioreactor processes a combination of kitchen/market and yard wastes to produce raw compost, of grade comparable to commercial soil fertilizer.

The literacy part of the project - the segregation of wastes - is being successfully practiced by PAF's community of about 300 households. The 0.5-ton bioreactor operates 24 hours to process the wastes, not only of PAF but of surrounding establishments and residences inside Clark.

Under MG 63616 the Rotary Club of Mabalact had provided the waste management technology, while PAF supplied the site and structure, and agreed to take care of operation, security and maintenance. D3790 and international partners RC Wakayanagi and D2520 Japan assisted in the funding.

It took 4 days to prime and test run the equipment by technicians of DOST. When the first raw compost was expelled - - - it was quite a sight to behold!

The partners of MG63616 are very glad to have taken the initiative to put up a composting facility that not only helps the environment but at the same time be source of livelihood. The facility is also intended to be a showcase of cooperation between an organization like Rotary and a government unit like Philippine Air Force.

Leadership plan

Friends.

I am copying an email received from a Rotarian from our District about the Club Leadership Plan. Could I have your comments from those who have adopted the plan and the way it is run please.

" Prior to commencing the AGM one of our members (an AG) was quite annoyed that the club did not seem to be adopting the CLP. He said that "District" says that the new positions, namely Membership, PR, Foundation, Club Projects and Club Administration MUST be on the Board of the club.

From my reading of the new suggested By-Laws this is incorrect.

The Constitution for Clubs says the club is governed by the Board of Directors. The By-laws sets out how the Board is to be constituted. The new By-law then says the President should (subject to approval of his/her Board) APPOINT (not elect) five standing committees, namely Membership, PR, Foundation, Club Projects and Club Administration.

Accordingly, I believe this is what should be promoted by the District and not the suggestion that these five areas MUST be Directors and be elected.

As a matter of interest the old By-laws said that the President "shall, subject to the approval of the board, APPOINT the following standing committees: ." The avenues of service are then set out. So under the old system the directors were not necessarily "Club Service" etc. The Avenues of Service were to be committee chairs.

For practical reasons many clubs gave the Directors a portfolio that equated to the Avenues of Service. Because of this very long standing practice I think a view has arisen that the Directors MUST hold down an Avenue of Service portfolio. Clearly, in my reading of the By-laws such a view is wrong.

With the changes under the CLP is it is now being suggested that the Directors of the club MUST hold portfolios of Club Administration, Foundation etc. Again, I say this is incorrect and District should not promote such a view.

Having said that I absolutely support the CLP and I can see where RI is coming from."

Dear All,

I think Mani is right. There is no obligation for directors to be chairmen of the committees.

Under the old system it was clear that members of council were elected by the members and chairmen of committees were appointed by the President. It was convenient for most clubs to merge the two so that most members of council were chairmen of committees.

I think that in time a similar compromise may influence the Club Leadership Plan.

Best Rotary Moments of 2007

Hi folks,

As the year winds down, I am sure that many of you have some great memories of things you or your club did in the year 2007.

One of the things my club, Clark Centennial, (Angeles City Philippines) will be grateful for, is the matching grant we did with the club of the Calum Thomspon of Scotland. It was great pleasure to meet Calum at the SLC Convention where he was the outgoing Chair of the Rotary Global History Fellowship. The grant will feed the children of Bahay Bata, a residence center for street children, for one year.

Thanks to ROTI for being the key link in this grant, but special thanks to The Rotary Foundation for making grants such as this available.

The club began the center for street children in 1999 and since that time have added a certified elementary school, health center and sport facilities for the children. Last summer we hosted the Asian Little League Baseball playoff games and it was great for our kids to play and become friends with others from Japan, Korea, Malaysia.

Recently Jerome, Junk Yard Dog, Williams (now retired professional basketball player doing charity events) visited the center and spoke on motivation and goal setting to the residents. For those interested the URL for the center is

Hi everyone !

Responding to President Ron's mail below about the best memories of 2007, the top-of-the-mind recall for Rotarians in our club and Dist. 3150 is the District Seminar on The Rotary Foundation [TRF] held under the aegis of my club, Rotary Club of Jubilee Hills, at Hyderabad on December 14, 2007.

It was a hugely memorable event because the Chief Guest was Trustee Chair Bob Scott, who gave an inspiring address about the goals and achievements and needs of TRF. Added to this, we had TRF Trustee KR Ravindran from Sri Lanka, who took us through the Future Vision being planned by TRF. And there was a rousing address by Past R.I.Director [who is currently Governor of the Indian State of Sikkim] Rtn. Sudarshan Agarwal which urged Rotarians to give, Give, GIVE to TRF. In a unique gesture, he called for any Rotarian whose birthday it was on that day to come forward -- there was only one who was present, and Rtn. Agarwal promptly promised that he would donate USD 1000 to TRF and make him a Paul Harris Fellow ! What generosity, what an example to follow.

And the icing on the cake was the announcement that senior Rtn. Jhansi Premanand, Past President of my club [and the first lady to be club president in the district] had become a "Level 4" member of the Rotary Foundation Bequest Society by bequeathing USD 200,000 [that's Indian Rs. 80 lakhs !] to TRF.

Incidentally, she is a Major Donor of TRF, and one of the 38 members [including me] of the district Paul Harris Society, whose every member promises to donate USD 1000 every year.

India is going places in terms of financial support. Trustee Chair Bob Scott also announced at the seminar that Rtn. Harshad Mehta of Mumbai, who made the largest ever TRF donation from India last year of USD 1 million, has just contributed USD 2 million to TRF to meet the USD 100 million challenge given by the Gates Foundation for the polio eradication effort !

What a wonderful and memorable evening it was !!

It was nice to hear from you about the great memories. I would also like to share with you the following

We at Rotary Club of Mumbai Versova, Mumbai, India every year organise a Paediatric Orthopaedic Camp for the benefit of poor and the under privileged. This year in the month of November we had organised our 8th camp. Let me share this with you.

I saw a 14year old kid being carried by his father on his shoulders and coming to the camp for registration. His father was carrying the child not because he loved his child but because that child of his did not have limbs/legs which could support the weight of his body. The father was a tired man when he reached the camp. This child of his was operated upon in the camp. But since the legs required multiple surgeries he was asked to come again in the next camp. Next year mind you , Ron, we saw the 15 year old walking on crutches. note the change, from his father's shoulders we brought him on his very own legs in the next camp. We literally saw the child walking on crutches. He was again operated upon in the next camp and told to come again in the third one for the last surgery. Mind you, Ron, in the 3rd camp we literally saw him walking and there were tears in my eyes. Now this child could walk on his own and did not require supoort or help of his father to walk. he was independent and not dependent on anybody. He was on his own and we could see the smile son the face of his father. The poor man was seeing his son walk at last. Ron, This is Rotary and this is the strength of rotary. I am stock broker very very busy with work, but let me tell you i have not missed any of the eight camp held by my club. We not only change the life of the child but change the life of the entire family. We must have performed not less than 2500 surgeries on 1000 kids. In the last camp we registered and operated upon a girl who was 11 days old. Can you believe it.

Greetings for a merry chrismas and happy new year.

My experience is not as humanitarian as that of Rtn.Chandra Mohan.

Our town has 18 Municipal schools and all the children are very poor. About 4000-4500 children study in these schools.Local civic admin constructed buidings and has not provided school bench-cum-desks.I have put consistent effort to find partners for a Matching grant.Rotary club of Wythensahwe,D 1050,Uk (MG 59108 US$ 16600) and Rotary club of Jyvaskyla Interlux,D 1390,Finland (MG 60581,US$ 17500) helped us providing 804 school benches.Childrn who hav been uncomfortable under very unhygene conditions are now sit on benches and when I visit these schools I enjoy the glitter in th faces of the children.I visted some of the schools when the benches were delivered,the children were celebrating the arrival of the benches.This is the 3rd matching from Rotary club of Wythenshawe to our club.The club conferred me with Honorary membership. It was a great momemnt for me.

Recent successes of Eurotary87 international actions :

In 2004, (in Burntwood/Birmingham, UK) 4 Eurotary87 Clubs (RC Wreak Valley (UK) + 3 French Clubs) contributed to MG 57061, a large project (in progress) led by Rotary Canada for 6545 cataract operations in Bangalore, Southern India,

In 2005, (in Golfe-de-Fos/Marseille, France) Eurotary87 Clubs generously contributed to :

  • MG 63807, a large project (in progress) led by D. 3230 (Delhi) for 4600 cataract operations in Chennai, Southern India, supported Rotary Canada. Altogether, the following 14 Eurotary87 Clubs contributed through donations and/or purchase of books : 6 from the UK : Albrighton, Burntwood, Etwall & Hilton, North Fylde, Thame Withchert, Wreake Valley; 3 from FR : Ferney-Voltaire, Golfe-de-Fos, Gordes; 2 from SE : Göteborg-Save ; Kolbäck, + Langenhagen DE + Korsör DK + Kinshasa-Kingabwa RDC.
  • 3-month IFOS/ICO/Rotary Scholarships (completed in 2006) for 2 young eye-surgeons: one from Mongolia (in France) and one from India (in the UK), co-financed by RC Golfe-de-Fos, France and RC Albrighton (UK)
  • MG 60655 for a water well in the DR of Congo, a project (in progress) jointly initiated by D. 1760 (Marseille, France) and by RC Kinshasa-Kingabwa

Best of 2007 - Anchorage Light Speed Planet Walk

In the interest of sharing, as suggested by Ron, I have an item:

Combining interests in science, education, health, exercise, community relations, geography, culture and art, please take a few minutes to get to know our Anchorage Rotary Light Speed Planet Walk ... then come visit and walk the planets!

The Anchorage Rotary Club, beginning in 2004, has completed a $600,000 plus "Light Speed Planet Walk". Originally the idea of a local high school student, the Planet Walk (PW) is based on laying out a map of the solar system using the walking speed of the average person to represent the speed of light/ Beginning with the sun station on the Performing Art Center Campus in the center of Anchorage, a walker at an average pace represents a beam of solar light as he/she walks to the successive planet stations. The walkers time between the various stations is the same amount of time that light takes from the real sun to travel to the real planets. For example, the time it takes one to walk to the Earth station is about eight minutes, the same amount of time that it takes light to travel from the Sun to Earth. Pluto (which is no longer a "Planet" but still has a station) is located some 16 kilometers away from the Sun Station. The project took three Rotary Presidencies to complete (of which my year was one), including two major Phases and major community support. Phase I built the the "infrastructure" of the Sun Station and the nine planet stations, including involving the city for codes and legal issues, property owners for permission to place the planet stations, schools for curriculum, scientists for accuracy, and Rotarians, businesses and volunteers for fund raising, in-kind services, and labor. Several Major foundations were instrumental. Phase II, included the building of a kiosk with three weather proof video screens: 1) gives a video on the history of PW development; 2) provides a video on the relationship that Alaskan Native people had with the sun, and: 3) provides an internet/interactive capacity (complete with mouse) to access the NSA and JPL for up to the minute info on Space Exploration.

We have established a substantial maintenance fund for repairs and upgrades. We continue work on the PW. Current plans are to generate a community run from Pluto to the Solar Station on the Autumnal Equinox.

We believe there is nothing like it anywhere. It incorporates many of the basic Rotarian concepts often pursued separately into one major project.
